Mucho se ha hablado y comentado en estos días sobre el empleo de las FFAA en las ciudades de nuestra querida Argentina por la terrible situación de seguridad que por el flagelo del narcotráfico vivimos y sufrimos en la actualidad.
Sandeces de todo tipo, tamaño y color, escritas en periódicos, dichas por la radio o transmitidas por la TV.
La más grande sin dudas es la afirmación de que el ejército no está preparado ni equipado para desplegarse en las ciudades y hacer el trabajo de seguridad.
A todo lo largo de la historia universal los ejércitos han peleado no sólo en los campos abiertos sino también en las ciudades. De hecho era la ciudadela del castillo, del Burgo, el último reducto de resistencia de los defensores o el últimos objetivo de los atacantes.
De Troya a Stalingrado, de Tebas a la actual Kherson, la guerra también se desarrolla en ambientes urbanos.
Los militares de todo el mundo, y los nuestros también, entrenan y se preparan para este tipo de situaciones. Bibliotecas enteras de manuales y doctrina que se estudia y ejercicios que se realizan a diario. En nuestro país el CAECOPAZ se dedica justamente a reforzar el entrenamiento de nuestros soldados que van a ser desplegados en misiones de paz de la ONU. Haití por mencionar la última de ellas, con una misión claramente policial y de control urbano, donde nuestros soldados fueron reconocidos en múltiples ocasiones por su brillante desempeño.
Pero acá hay que ser bien claro al respecto. El problema no es en lo más mínimo si nuestros soldados están preparados o no. El problema es que no existen reglas de empeñamiento claras, no existe el marco legal y nuestros soldados ya aprendieron de su última experiencia. Un Decreto de Necesidad y Urgencia, firmado por el poder ejecutivo nacional en pleno los envío a aniquilar a las bandas de delincuentes terroristas que sembraban el terror durante un gobierno democrático elegido por una inmensa mayoría del pueblo argentino. Y las consecuencias de los excesos que esa falta de marco regulatorio generó todavía la están pagando muchos soldados y policías.
Hoy el concepto es distinto. La definición que mejor le cabe es la de Guerra Social, un escenario mucho más complejo aún que la Guerra de Guerrillas o la Guerra de Baja Intensidad, como más le guste definirla.
Es claramente una situación que resulta del retroceso del estado en su monopolio de la fuerza, de la crisis social fruto de 40 años donde, salvo excepciones, se «dejo hacer» muchas veces con gobernantes cómplices o socios de los narcotraficantes. Sin ir más lejos recordemos que el actual ministro de INseguridad Animal Fernández, se escapó en el baúl de un auto cuando siendo Intendente de Quilmes tenía una orden de captura por administración fraudulenta y que en el marco de la investigación se encontró 1kg de cocaína en su Unidad Básica.

Desde aquella definición de Guerra Social estaba bien claro que el flanco más débil del narcotráfico es que las operaciones de compra-venta de droga se realizan en efectivo. Como ya mencioné los narcos acumulan montañas de billetes y requieren de operaciones financieras para poder blanquearlo. Es allí hacia donde hay que dirigir nuestros esfuerzos. De nada sirve apresar miles de soldaditos que serán reemplazados en forma instantánea.
Al final del día la guerra es una cuestión de recursos económicos y es allí donde hay que dirigir nuestros esfuerzos. Hay que cortar la cadena logística y privar a los delincuentes de los recursos.
Pero, insisto en esto, la solución debe ser integral y debe estar asimismo dirigida a mejorar nuestras FFSS con presupuestos acordes a la importancia de su trabajo que es velar para la seguridad de toda la sociedad. Buenos salarios, buena capacitación y proyección profesional van a reducir la posibilidad de la tentación de forma de que los casos de corrupción solo se den por ambición personal y no como ahora por necesidad.
Y principalmente debemos destinar todos los recursos necesarios a proteger a las principales víctimas de esta guerra que son nuestros jóvenes, nuestros hijos. Una educación de calidad volverá a darles perspectivas de futuro y va a sentar las bases del desarrollo personal y colectivo. Ellos son las víctimas de un sistema social y político decadente ya en niveles extremos.
Debemos volver a mostrarles que el orden y la disciplina, en todos los aspectos rinde frutos, que el respeto por la ley sea la norma y no «cosa de giles», donde el estudio y el mérito sean el camino para el progreso y el acceso a buenos y mejores empleos.
No quiero inventar el agua tibia. Las soluciones están ahí, solo hay que ponerlas a funcionar.
